故事发生在解放前的四川阿坝地区。土司老麦琪有国民党撑腰，是当地有名的恶霸，他靠种罂粟、制贩鸦片生存，并拥有自己的武装，周边的土司们不敢与之匹敌。他有两个儿子，长相英武的大少爷是他的继承人，天生愚钝的二少爷早被他排除在接班人之外。由于连年大旱，无奈的饥民不得已投入麦琪麾下以求温饱，二少爷也乐得讨取女土司女儿塔娜的欢心。黄特派员借机规劝二少爷兴办商业，不久，大街上出现了钱庄，建立了税收体制，阿坝地区首次出现了商业集镇雏型。傻少爷的歪打正着令众乡民欢欣鼓舞，但大少爷此时眼中充满了杀机。此刻，解放的炮声已隐隐传来......。In Uruguay, they don't say cheese in front of the camera - they say whisky.
