Their thirteenth and final investigation lands them at Black Grove Psychiatric Asylum where they look into the urban legend of ,The Mole M...。警视厅音乐队的雨野小梦（广濑爱丽丝饰），某天突然被派往“全领域异常解决室”，通称“全决”。来到外观像神社社务所一样的本部，见到了代理室长兴玉雅（藤原龙也饰）。据兴玉所说，“全决”是从大和朝廷时代开始就存在的世界最古老的搜查机关，是专门搜查超自然现象之类的“不可解事件”的内阁官房直辖机关。只有人的身体在某一天突然消失的“神隐”，像影子一样的黑色人形突然出现的“影子男”，特定的人陷入异常心理的“狐妖”等，两人组成搭档，挑战用现代科学常识无法考虑的异常现象。。
