一起意外死亡事件引出的一家制药厂的黑幕交易。日本人山岛（傅彪饰）利用制药厂通过毒品渠道进行秘密交易。刑警队长赵简（姜武饰）步步为营与邪恶势力做殊死搏斗，几乎付出了生命的代价。山岛的侄女惠子（翁虹饰）为了解“有人打着制药厂旗号做见不得人的勾当“一事而来到中国，她在亲情与公理、正义与邪恶之间徘徊，而且还深陷情网，不能自拔。同时与山岛相关的黑帮老大张彻（张颂文饰）爱上与去世母亲相像的雅文（许晓丹饰），而雅文心另有所属，张彻在狠毒与柔情中“分裂”着。。马丁（斯科特·阿特金斯 Scott Adkins 饰）曾经是一名优秀的美国联邦调查员，在妻子艾玛去世后，他选择了退休，带着女儿卡丽（Lily Ann Stubbs 饰）隐姓埋名，过着离群索居的日子。一次偶然中，一群毒贩闯入了马丁的家中，为了保护女儿，马丁将他们杀死了，就这样，马丁成为了杀人嫌疑犯遭到了扣押，并且上了新闻。 曾经被马丁制裁过的军火商查尔斯（詹姆斯·卡沙莫 James Cosmo 饰）在电视上认出了马丁的脸，于是他派出了杀手，想要暗杀马丁为自己报仇雪恨。实际上，查尔斯还有着另一重身份，那就是马丁的岳父，艾玛的死正是查尔斯失手造成的，因此，查尔斯对马丁可谓是恨之入骨。。When a casino owning dog named Charlie is murdered by his rival Carface, he finds himself in Heaven basically by default since all dogs go to heaven. However, since he wants to get back at his killer, he cons his way back to the living with the warning that doing that damns him to Hell. Once back, he teams with his old partner, Itchy to prep his retaliation. He also stumbles on to an orphan girl who can talk to the animals, thus allowing him to get the inside info on the races to ensure his wins。
